Yes, you have to contact them to get on the preapproval list in order to purchase (apparently). As Vynsane says, it's a weird system.

The set has been going in and out of stock on Amazon today (3 times so far). I managed to snag one about 20 minutes ago - the last time it was in stock. It may be worth keeping an eye on Amazon this afternoon.

Has anyone actually been able to purchase this set? I sent a message requesting to be added to the pre-approved buyers list. But haven't heard back

There is a thread on the BrickSet forum about this. There someone suggested that when you can't check out, just keep hitting the back button and trying it again. Eventually the message will disappear and the order will stick. I didn't have the time to keep doing it, but there is someone on Brickset who helped me out and was able to order three for me this way. The package is already shipped. Scheduled delivery is on the 30th. Hope this helps. :)
