A few listings on eBay has revealed this cute promotional 2014 LEGO 40085 Valentine's Day Teddy Bear set. Contains 127 pieces. Like previous years, these Valentine promo sets should have originated from LEGO Brand Stores. Thanks to legodude217 for the news.

I picked one up at the Natick LBS, it was $9.99. The only had 2 so I grabbed 1. The arms look a little weird to me, but overall it is pretty cute.

The clips at the end of the Teddy Bear's paws look like they were designed to hold something - like flowers ( or a thermonuclear detonator
