The Arctic Scout Polybag can be found in the Hallowe'en section of Target. Pricing is $3.49 each.

Batwing was there too, not sure on price though.
I have inoperable cancer and am unable to work. Any gifts would be appreciated. Thank you!

I saw a tag for $3.99 for the Batwing but nothing on the shelf.

Saw both of these as well this morning by a Target near work not many available but looks good - will have to get a couple soon.

Found mine a couple days ago at two Targets nearby. As OP said they are not at the checkout aisles, you have to go in the seasonal section, usually at the end of the section.
