The Targets in my area seem to have their mark downs on Sunday. But I think different areas have different methods. I'm around Sacramento, CA. As for worst mark downs I've found one of the worst. I've had similar experiences with past sales as well. All it means for me is that I go in for special polybag sets and exploit the sales that are really screw ups like the $10 off a $50 coupon that could be applied to 3 items neting you $30 off.

From my experience Peeron typically has a fairly low band width which makes things drag. I'd go with mooslug suggestion. Bricklink has just as robust of a Catalog as Peeron.
