The Targets in my area seem to have their mark downs on Sunday. But I think different areas have different methods. I'm around Sacramento, CA. As for worst mark downs I've found one of the worst. I saw Mr. Diddly at my Target as well. Of course there's still a whole lot of others to check. Promblem is the mobile site search came up with an error when I tried looking it up in my area.

I've had similar experiences with past sales as well. All it means for me is that I go in for special polybag sets and exploit the sales that are really screw ups like the $10 off a $50 coupon that could be applied to 3 items neting you $30 off.

My wife and I got the wrong piece once. It wias a double convex slope instead of a normal 2x2 slope. Otherise we've just had to call about damaged instructions. From my experience Peeron typically has a fairly low band width which makes things drag. I'd go with mooslug suggestion. Bricklink has just as robust of a Catalog as Peeron. It may take a little getting used to, but you can do more with it in the long run so it's worth the investment in time. Now if...
