Again, if you stick regular mail, I think in most cases you'll be fine.

At the Sherway store in Toronto, I've seen them give the cards for a build to children in strollers who were clearly under 2 or 3. Not sure if the do any enforcing on the top end of the age range, but it seems as long as you've been born you can "do" a build there.

Ordered 2 train stations a few weeks back (they've been at this price for a while) - great deal compared to the crazy Canadian price on this one. They both shipped from Germany via DHL so that should mean no duty. Still waiting for them mind you, but not in a rush to get them.
