Do you know anyone who worked on the M1114 Transfer Program?

Short story - the Iraqi brother in law of my Green-carded buddy is stuck in Baghdad. The BIL worked in the M1114 transfer program for the US - I have .jpg of certificates available upon request. In order to apply for refugee resettlement, he needs a statement that the M1114 Transfer Program was a US government funded program, and that the BIL worked satisfactorily for it.

I have 5 names on the BIL's certificates - 4 of them apparently worked for ANHAM, but I've been unable to contact them.

With the Islamic State's forces apparently on the outskirts of Baghdad, this matter has become rather urgent. If you're able to help, an Iraqi family whose father worked for the US in Iraq will be able to come to the US and join their already hard-working legal immigrant relatives.
