They should but problem is that it's UP TO, so they could only be like 10% off which aren't worth the time.

Okay, I just returned home from SDM. The first store had 8 minifigures but scanned at regular price, kinda weird how the manager or employee didn't put these on clearance since they were located in the Christmas isle. No minifigs were at the second store I visited. So this is definitely YMMV. I will go to another location tomorrow just to be sure.
