I don't have much experience with this, but from what I think I've read regarding other TRU promotions, it may vary depending on your store. Some stores may automatically give both, some may only give both if you ask/push'em, and some may not let you have both.

While this is in fact probably an attempt to clear them out, I don't think they are technically clearance. TRU usually does some really big discounts for a few items during Bricktober, so I expect this is just that, the sale for the first week. But, I will be there tomorrow, so I'll let you know for sure.

Just called 2 most closest TRU retail stores, both of them already sold out all Obi-Wan's Jedi Starfighter :(

Just back from the Markville Mall TRU and can confirm that if you spend $75, you get both the Volume 1 Vintage minifig pack and the Quad polybag. In fact, you can get multiple of them as long as you qualify. The TRU truck was going fast, looked like half the stock in the aisle was gone as soon as it opened.

Just FYI - went to local TRU (Saint John, NB) around lunch today and they had at least ten of each left of the two big sets left. They also gave me one of each of the free promo sets (75$ and $35 ones) without asking. YMMV of course.
